Salary Range: $95,146 - $142,719, depending on qualifications, education, and experience.

Position Summary:
Under the general direction of the Director of Engineering and Operations, the Line Superintendent leads all field operations associated with the construction, operation, maintenance, and restoration of TCLP's electric transmission and distribution system, service lines, and substation assets. The position provides direct leadership and accountability for workforce performance, safety, resource allocation, project execution, emergency response, and system reliability. The Line Superintendent establishes priorities, coordinates personnel and equipment, manages daily and long-range work plans, and works collaboratively with other departments and contractors.

Essential Job Functions:
An employee in this position may be called upon to do any or all of the following essential functions.  These examples do not include all of the duties which the employee may be expected to perform.  To perform this job successfully, an individual must be able to perform each essential function satisfactorily.

  • Execute planned work as required to efficiently repair and maintain electric transmission and distribution systems. Receive work orders, review job sites for readiness and resource requirements.
  • Provide direct supervision to Line Department employees and others as assigned, including assigning and directing work, managing performance, coaching and training employees, ensuring safety and regulatory compliance, and addressing employee relations and disciplinary matters as needed.
  • Perform scheduling activities in the absence of the Scheduling & Operations Coordinator.
  • Assist with necessary permits for construction.
  • Implement maintenance systems for electric facilities.  
  • Assist with identification and prioritization of system reliability projects to reduce customer outages, outage durations, and damage to Company equipment.
  • Direct all line crews during storm restoration activities; identify and request storm-related resources.  
  • Recommend and specify tools and major equipment needed and work with the Director of Engineering & Operations on associated budgeting. Approve purchases of equipment and materials following prescribed guidelines.  Coordinate tool calibration, testing and repair.
  • Coordinate fleet of vehicles and equipment, including procurement, preventative maintenance, inspections, repairs, and recordkeeping. Work with vendors to ensure compliance with safety and operational standards.
  • Oversee line worker apprenticeship program; coordinate training, keep records, report hours as required, and provide performance reviews. 
  • Support safety programs, policies, and practices.
  • Represent the electric utility at meetings and in communications with engineers, regulatory agencies, and consultants. Confer with a variety of internal and external contacts regarding operating and service issues.
  • Make presentations to the public on job related issues as needed.
  • Keep abreast of changes in the electric utility industry and applicable regulations through attendance at conferences and meetings, contacts with other professionals, reading literature and participating in professional organizations.
  • Subject to call for emergency work on a 24-hour basis.
  • Performs other duties as assigned.

Required Knowledge, Skills, Abilities and Minimum Qualifications:

  • Associate’s degree in electrical technology, Utility Operations, Electrical Engineering Technology, Business Management, Construction Management, or a related field preferred. A combination of education and experience that provides the knowledge, skills, and abilities necessary to successfully perform the duties of the position may be considered in lieu of a degree.
  • At least ten years’ experience in electrical distribution system construction, operations, repair, and maintenance, or related field.
  • Minimum of two (2) years of supervisory or leadership experience.
  • State of Michigan Vehicle Operator’s License
  • Thorough knowledge of the principles and practices of electric distribution and transmission.
  • Thorough knowledge of electric system design, repair, and maintenance.
  • Considerable knowledge of National Electric Safety Codes, OSHA regulations, and other codes and regulations governing power transmission and distribution.
  • Skill in coordinating and assigning the work of skilled utility workers.
  • Knowledge of fleet management practices, including procurement, scheduling, maintenance, and regulatory compliance.
  • Skill in utilizing a variety of electrical testing, repair, and control devices.
  • Ability to implement preventive maintenance programs.
  • Ability to prioritize and work effectively in emergencies, and during non-standard business hours.
  • Organizational and Time Management: Ability to work under deadlines, manage multiple priorities, and adapt to changing work demands.
  • Ability to establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with employees, vendors, contractors, other public utility professionals, administrators, regulators, customers, and the public.
  • Ability to use basic office equipment such as telephones calculator, photocopier, fax, personal computer, and software applications including word processing, spreadsheet and database.
  • In addition to the above‑mentioned requirements, this position requires the ability to read, write, speak, and understand the English language to the extent necessary to safely and effectively perform the essential functions of the job; the ability to follow written and oral instructions; and the ability to perform the essential duties of the position with or without reasonable accommodation. Regular, consistent, and predictable attendance is an essential function of this position.

Additional Preferred Qualifications

  • Experience with utilities, telecommunications/fiber/broadband, government/public sector, or regulated industries. 
  • Qualifications of a Journeyman Line Worker including a Journeyman Line Worker card, or equivalent.
  • Commercial driver's license (CDL) with Class A endorsement.

While performing the duties of this job, the employee regularly works both indoors and outdoors and regularly drives a motor vehicle between work sites. The employee may work near moving mechanical equipment and the potential threat of electric shock as well as outside weather conditions. The noise level in the work environment varies from quiet to loud.

During power outages, particularly with storms, work hours may be extended.

Travel may be required for conferences, training and events.
